Mega Menu not showing on Public portal

We are creating a public-facing portal using the Employee Center design as a base and are unable to get the mega menu to show up on the portal.  When I say 'public-facing' I mean a portal that does not require any authentication to view the general page content.  If I log in to ServiceNow and navigate to the portal the mega menu and all of its content shows up correctly, but if I log out the mega menu disappears entirely.  We cloned the employee taxonomy and are using the same theme and main menu that we use for our internal portal (which may have something to do with it, but have verified that the widget is set to public?).  I'm guessing it is something simple, but I'm just not finding it.

Update:

 

It definitely has to do with the header we are using.  We can get it to show a login link but not anything that we have designated as 'Public' in the taxonomy.

Hello,

I don't think it is to do with header menus, I think it is not possible to make it public, however you can try to make 'emp_taxonomy_topic' page as public and see if that fixes the issue.

Yeah we already have that as public.
