multiple approval flows in single request

I have a requirement to create multiple approval flows and corresponding catalog tasks in single request based on type selected in multivariable set on Request. If multiple types are selected then multiple RITMs and corresponding catalog tasks to be created. What is the best way to achieve using flow designer, workflows or business rules ?
