Navigation menu not showing on personal developer instance (PDI)

Just created a new servicenow developer instance. When I login to the instance it only shows application icons but no navigation menu. 

 

This did not happen in prior PDI and used default settings with admin user role.

Go to system mobile > Navigation bar > amend the navigation tab accordingly. 

From San Diego, you can use a function to route to an Applet Launcher. This means you can only have Home, Notification and setting as 3 tabs in the bar and use an icon function within the home screen to route to other applet launchers like "Information" or "Services" etc.

Had a closer look and found a menu button on bottom left. However, the only few applications are available and no system menu nor configuration menu options. So I cannot add additional modules / applications.
