New/Edit buttons not showing for non-admin users

I have two tables with a many-to-many relationship (Customer & Point of Contact), and have a sys_m2m table related to both of them.
When an admin signs on, the "New" and "Edit" button shows on the table at the bottom of the form. (see screenshot)
When a regular user signs on, the buttons do not appear (see next screenshot). I have roles assigned to the users, and the ACLs for both tables that allow create/edit/delete/read are assigned to those roles.
It appears to me to obviously be a role/rights problem as the true admins can see the buttons and use them.
We recently upgraded from Paris to Rome, and it was working on Paris, but this part was written over a month ago, and is now just being tested by our users, and they found this problem.
Any help/suggestions would be appreciated!

From your 'point of contact' related list > click on configure > list control
then have a check on this fields highlighted from the below option :

I checked that, and both the omit new and omit edit checkboxes were unchecked.
I have checked the ACLs for create/edit for both tables, and the users have those roles assigned to them.

Hi,
So you have ACLs that would control this and if you've done all your checks and balances and it should still appear, then it's "list control". So use the contextual menu > list control and you'll most likely see some sort of omit new and/or omit edit with some conditions there or roles assigned in the settings, etc.

I looked at the List Control, and the "Omit new button" and the "Omit edit button" were unchecked. I added all the appropriate roles for new and edit (see screenshot), and the buttons still do not appear for a user with any of those roles. You'll have to scroll the screenshot to see the roles I added.
Is this what you were referring to?
