Not available for not working as expected

We have user criteria set on forms.

 

However, recently somethings changed that has affected how this is appearing to work.

 

For example, a catalog item has "Available for" set to internal users. It also has a "Not available for" set to one specific group. However, even though a user is not part of the group in the "Not available for" user criteria, its still denying the access to the catalog item.

 

Would anyone know why this has started happening and how i can fix this?

Hello,

You can use User Criteria Diagnostics available under the  Service Catalog-> Catalog Administration for testing.
