Notification if Mid Server down more than 1 hour

Hello,
Requirement:
Send out a notification for the ServiceNow MID Servers to notify when they have been in Down(Stopped) status for more than 1 hour.
The notification should be resent every 1 hour after the initial notice if the status does not = UP
How do I implement this? Any help would be greatly appreciated.

Since MID server is on the company intranet, we actually have network monitor to monitor the server.
I'm using ServiceNow for asset, configuration, requests/issues tracking but ServiceNow is on the cloud and not able to offer real-time network and internal server monitoring and maintenance.
We have MID server on our company intranet cloud and doing real-time monitoring to get the service up quickly when something happens.
