Notifications Weight Issue

I hvae created custom notifications with weight precendence to override the existing notification which was created with the conditions shown below in SS, even after using the weight field both the notifications are getting sent

the below is the conditions o fthe existing notifications

ServiceNow only sends the highest-weight notification for a given record and recipient combination when multiple notifications are triggered simultaneously for the same table and recipient(s)

Is the recipient list exactly the same?

Yes recepients is exactly same and iam triggering my notifcation when commnets were added on RITM , iam not sure of the second condition in the SS that i ahve shared

seems some custom field is added in condition.

If both the notifications are triggering on same record and same recipients then only Weight comes into picture
