On Call Escalation policy and contact preferences

We have a default escalation policy for all of our groups that is different from the OOB escalation policy. Is there a way to import this to each group so as not to have to manually create each one.
We also want a default contact preference. We do not have SMS paging but we do send text messages via email and have setup a contact source that will pull in the correct email address for the cell phone, number and provider but cannot find a way to assign this for everyone. Each person has to go to "My preferences" and setup their preferences and choose our "Paging" source in order to have this as their preference. We would like to attach "Paging" to the escalation policy as the preferred contact method.
