So the use case 

if user select the publisher

Then user will enter the Application Name and on submit 

The application get updated for that application ? Is this you need?

reference field should get auto-populated or filtered?

both are 2 different things

1) for auto-population use onChange client script + GlideAjax and fetch data from relevant table and set

2) for filtering use advanced reference qualifier
