Unable to get refrence in portal if I take reference value in change it shows sys id in on submit alert

If what you need is to make something (even if it is the application owner) mandatory, use Catalog UI Policies.

Absolutely no need to script this at all, actually a scripted solution would be re-inventing the wheel and using anti-patterns.
