Playbook access blocked due to UpdateSetAccessHandler

Users working on our security incident response application have been reporting that they can't access their published playbook in the Designer. Looking into it, I see that the record itself is blocked to not just the users in the scope but also to all users that are not me. The only notes I get from these blocked Acl's are: UpdateSetAccessHandler is blocking access.
I haven't been able to find an answer online or any documentation regarding UpdateSetAccessHandler, has anyone had this issue before?
