I am trying to activate some plugins and it keeps failing with above error. I appreciate any help. This has happened two days in a row.

If you are working on Developer instance, many of the time you will see this message while working with plugins if checking from developer community.
But if you check actually on your instance, most of the time you will find plugin got installed successfully.

Yes, I am working on the Developer instance. And yes you are correct; After some time I see the plugin installed successfully ! thanks so much !
