I am trying to add a widget to our portal page that is only view-able by certain groups.
According to this page it seems pretty easy:

However there is no option for:
Under related lists, click Who Can View or Who Cannot View
As described in the article above number 4.
Attached is a screen shot of what I see.

You need to activate the 'Service Portal User Criteria Support' plugin from 'System Definition -> Plugins' and then configure the related lists for that form to add them.

Mark, which "form" do I configure the related list for if this is a portal widget? I've opened the widget instance and see what the OP sees though I verified the system property mentioned is active.

Just an add-on, if it still doesn't work ... you need active User Criteria in the properties
