I want the X axis choice value to be sorted in the order. as 01 , 02... 15. I have tried creating a user preference.but did not work @pranavbhagat , @ctomasi , @earliodookie, @poshprogrammer could you please help!

Unfortunately it's not possible as of now.

However, you can still try :
You can you "Add sort" option on your of condition section:
In the report designer you have the "add sort" where you can sort by specified field in the range A-Z or Z-A.
