Service portal pages access by general public.

How can we make service portal pages available to general public to have access on any web browser. To have a access without any login credential and he is not a registered user in ServiceNow. I have tried it by making pages public, but it is not working. when we provide URL, it is asking for login credential. Please suggest.

I am just doing it for testing purposes. I created a page with all the incident records which are displayed on SP. I just want if a customer who is not a user of servicenow has a complaint registered with the organisation, to be able to access that incident form (read only) from any web browser through a link. I just want them to show the status of their ticket.
