How can I disable the order confirmation pop-up for a specific catalog item in service portal?

As suggested above, this behavior is instance wide and you can't control this for specific item without cloning and customizing the widget.
Another workaround if you change the portal settings for the catalog item and select Request method as submit.
This will resolve your issue and save ton lot of effort and time.
