Sharing SOW Quick Links

I'd like to have the 'Quick Links' function modified so admins can provide some default links while still allowing users to add their own. I've seen references to creating BRs or other things to be able to share quick links, but no one actually provides a technical solution and I also feel like there has to be a better way.

I tried creating a new quick_link and then editing ACLs to allow users to see records more than just their own, as well as creating a variant of the "quick link" UI item in UI builder so the data source looks at the other criteria. It's not working though to show other links to users. Any suggestions?

Please note, I do not want the BR solution to create lots of entries in the quick_links table. I want a single entry in the quick_links table that can be shared.

Previously, The same kind of requirement we got. I have checked by raising the HI case with ServiceNow, they said by OOB we can"t add quick link which will visible to all users. Quick links are based on individual preference.
