Question 1: 2 approaches

- Configure "Help text" field dictionary => fill in "Dependant" as "Show help"

- Build a UI policy 

Question 2: Onload Client script:

- Set label of that field: g_form.setLabelOf('help_tex','NEW LABEL'):
