How do records in the translated text table inserted/updated?

admins can manually created/update records there.
Also records get created there as part of Localization framework when it's enabled and for catalog items

Hi ankur,
is there a specific br that does this or any script that is doing this? My current issue is, when i put comment using a English user it works but when i use French it does not work. Someone from the community suggest to update the specific record in the translated text table for the field value to be updated but i am still asking the owner of the envi if i can tick the can update checkbox of the table. Before doing this, i am exploring what other areas i might missed or not considered to fix this issue
