Trigger Notification for 2 level approvals in customized Knowledge- Approval Publish

Hi Team,

we have a requirement to generate 2 level approvals to publish KB,

1st Level is from Ownership group

2nd level is from Knowledge Admin

I have added the knowledge admin approval, it is working as expected.

But having issue with the Notifications, 1st level is triggering the notification to approve the KB.

But It is not triggering for 2nd Level.
