I was working on my Quebec instance 2 days back (https://dev116432.service-now.com/) and today I am unable to see it, Can someone please help me to restore the access of the instance.?

Hi there,
Same answer as on all the others in the previous months:
These free PDIs come without any support. We all can't help you on this. The only thing you can do is wait and hope the instance gets back, or... request a new one.
Always backup your work, since PDIs suddenly - without notice - can get offline or even gone forever.
I don't know if this applies to you, though it could ofcourse also have to do with the datacentre issues which ServiceNow communicated. See for example:
"Action Required: We are migrating our PDI Infrastructure to a new data center. See our developer blog for more details and instructions for backing up."

It seems like your instance is currently in hibernating mode.
Kindly wake your instance up and wait for some time.

Your instance has been reclaimed by SN, there can be no reason or many reasons and one reason as mentioned by @Mark Roethof DC migration. So, now, you can request for new PDI and as a recommendation, please take regular backups to avoid any loss.
