Unable to see records after Vancouver upgrade

After the Vancouver upgrade , some of the fields in the task and child forms (eg: requestor, assigned to, opened_by) are not visible to the customer.

It started out with fields not being displayed in the incident form but it runs upwards to task table as well. Incidentally, these are all sys_user references.

My first guess was on client side/ACL but they all seem ok and is the same config with prod. I have tried accessing the user record directly with the customer ID and they can see the records. Did a debug session as well and the ACLs seems to give access to both read access to the fields and also the sys_user records.

Has anyone encountered such an issue before?
