Unable to set Updated and Created field to read only

i have a scoped app and have created new tables not extended and i cannot set the updated, updated by the created and created by fields to read only. the dictionary has them greyed out and the ui policies give me error messages. what could i be doing wrong.

States that I’m in the correct application scope but the ui policy cannot be completed

Have you tried updating dictionary record via background script?

why somebody would edit those fields?
Ideally we don't show those fields on form and from list those should not be edited.
You should be in your scoped app and create Client script or UI policy or field level WRITE ACL
