Who perform Change management Risk Assessment?

Hi ,

   I want to know that who is responsible for performing the risk assessment associated to change request if any.

I tried searching on servicenow docs, but no luck.

Also, don't know whether only one guy performs it or more than one

Please let me know , thanks!
