Unable to translate the Rich Text Label to some other languages

I believe it is not possible as of today in ServiceNow. You can try asking ServiceNow support via HI Case.

Is this for catalog item?

It's not possible for that variable OOB, you need to change the type to Translated HTML for that "Rich Text" field.

In my instance that field type is already Translated HTML

Service Catalog : Rich Text Label is not translatable as it is of type HTML and not Translated HTML
