A former Admin which is no longer with the company switched the UI used in our DEV instance (see attached photo). Any idea how I can switch this back to the default?

Take a look at my one of the article to disable the Next experience UI.
Enabling Toggle button to switch Next experience UI
OR
Go to User account --> User preferences --> Display --> Turn of Next experience UI.

Polaris is the old UI and Next is the new UI. This is Next with dark mode enabled. You can toggle off dark mode in your user settings, top right. It can be toggled off globally for everyone, navigate to sys_properties.list and set glide.ui.polaris.dark_themes_enabled to False.
It's a good idea for the dev instance to look different from the Production instance, to prevent accidental tinkering on Production. Changing the banner image is another way to show this.
