When a user unsubscribes or turns off a notification, where is this stored?

When a user clicks their name in the upper right corner and clicks Preferences>Notifications>System Notifications and then toggles a few notifications on and off, where is this stored?
Google says it is stored cmn_notif_message but after toggling off some notifications as myself (admin), I don't see any new records for myself on this table. I'm trying to find where to go to see who has what notifications toggled off by choice.
UPDATE:
After doing some more digging it looks like this is the right table but I was under the impression clicking 1 from the image below would make the notification record show up but it's only if you disable to email piece for that record in #2.
So that brings up two questions:
1) Why do you have to disable the primary email for this to be disabled? Why wouldn't disabling the top button automatically do that?
2) For an admin to undo an unsubscribe, all they have to do is set the filter from unsubscribe back to none, right? Or do they need to delete the record?

Spot on @e_wilber! I believe the 1st one just disable us to toggle on and off the actual notifications.
Maybe a HI Case by you can help ServiceNow to log a bug or to get us know the actual functionality of the top level toggle on off switch.
