Where can I find ECC Queue Retry Policy in ServiceNow Kingston?

Hi all, 
I'm trying to find ECC Queue Retry Policy in my free ServiceNow Kingston instance. But it's absent in the list of instance properties. Also  there is no "com.glideapp.ecc_retry_policy" plugin  in the list of available plugins. Where can I find the Retry Policy?
