Where is catalog builder designed to run?

We've been having an internal debate on where to build catalog items with catalog builder. From looking at the way the publishing works it seems clear it's designed to be run in the production instance. SNOW support threw a monkey in the works by telling one of our devs that catalog builder was designed to be run in a lower environment and then items should be promoted to test/prod using update sets or scoped apps.
So, we're polling the SNOW devs what the planned deployment is or at least asking the people who have deployed it. What instance is Catalog Builder designed to run in?

Hello @Ethan Davies ,
Thank you for the great information you provided on Catalog Builder. If using Catalog Builder in production, how can you test the forms and the fulfillment process? Because when you submit a form, it automatically publishes it unless it's prevented by a pre publish sublfow which will put it in-review state.

Hey Tezazu,
When you're working with a Catalog Item you can use the 'Edit in Catalog Builder' UI Action that appears on the Catalog Item to essentially 'check out' the item and create a version of it that you can tweak and test. When you're in Catalog Builder you can also use the Preview functionality to understand how the form and variables are going to behave.
In terms of Flows, Flow Designer has a native option to test your Flows before you Activate them. However, you should not generally be creating or updating Flows directly in production. They should go through an appropriate development process to ensure they are tested. If you are leveraging the Step Based Fulfilment Flow is Catalog Builder, you can preview the Tasks or Approvals that will be generated in the Catalog Builder interface. Since the Step Based Fulfillment Flow comes out of the box, you can be assured it works as intended.

Thank you Ethan. I was looking if there is a way to test forms and fulfillment processes end to end before submitting them to be published. Beyond just testing the form by previewing it.
