Why I can't change domain of Change request?

Under domain separated instance, when we try to create a Change Request in the "Global" domain, it reverts back to the domain not on my "domain picker" but my "Company" domain. I tried to use BR and Flow but it keeps changing it back to my profile's Company domain. We do not wan to use "Add Visibility Domain" feature to user's profiles due to opening a door to other table records but we want to add a Global Change Regards that would be visible to all domain users and only Change requests. Please advise if it is feasible or if you have any other ideas. Thank you.

Hi @gracjan
As per my understanding it is expected behaviour, we should not create any record in Global / Top domain. Adding visibility is the only and best way to do this.
