Resolution
This is expected behavior. OOB flows that are read-only cannot be reactivated or modified by standard admin users. Only users with the Maint role can activate OOB read-only flows.
- If customization is required, create a copy of the OOB flow.
- The copied flow can be activated and edited as needed.
- Continue using the copied version for any changes or customizations.
- Understand that OOB change flows are read-only by default.
- Admin users cannot reactivate these read-only flows.
- To make modifications or activate a flow, create a copy and use the copied version moving forward.

Mentioned Flow is readOnly oob.

OOTB that flow is not activated
I am admin and I am able to Activate that.
What was your concern?

Hi,
If you are unable to edit the "Auto Close Resolved Cases" flow, please check the following:
1. This might be a system (OOB) flow and could be protected.
2. Verify if the flow is read-only.
3. Check your roles – you need:
- flow_designer
- admin
4. If it is a protected system flow, you cannot edit it directly.
Instead, you should:
- Open the flow
- Click "Create a Copy"
- Modify the copied version
- Activate the new flow
5. Also ensure the application scope allows editing.
