Resolution
This is expected behavior. OOB flows that are read-only cannot be reactivated or modified by standard admin users. Only users with the Maint role can activate OOB read-only flows.
- If customization is required, create a copy of the OOB flow.
- The copied flow can be activated and edited as needed.
- Continue using the copied version for any changes or customizations.
- Understand that OOB change flows are read-only by default.
- Admin users cannot reactivate these read-only flows.
- To make modifications or activate a flow, create a copy and use the copied version moving forward.

OOTB that flow is not activated
I am admin and I am able to Activate that.
