Why if I go as Administrator I can see the choice list as specified in the table, but whenever a user opens the record the choice lists appear as blank?
The following image has 10 options, but as a user view they see nothing. Why?

The problem was that all users got imported and assigned to a specific language in the platform. It got fixed by assigning the right language where the options were customized. Thanks everyone for the help!

Thanks for the update Andres. I thought it could be related to user preferences.http://wiki.servicenow.com/index.php?title=User_Preferences but as you mentioned it is for all users, I'm out of ideas.

Do you have any client script which is hiding all options on load or on change?
