Will a custom role with no access count as a Fulfiller license in ServiceNow?

I’m trying to better understand how ServiceNow licensing works with custom roles.
Suppose I create a custom role that doesn’t provide any access or permissions (basically an empty role, similar in nature to snc_internal). If a user is assigned only this custom role, will ServiceNow count that user as consuming a Fulfiller license?
The goal is to make sure that by creating and assigning such roles, we don’t accidentally trigger license consumption under the Fulfiller category. Has anyone tested or validated this using Subscription Management / License Analytics?

I think yes, it will be considered a license. It’s similar to the sn_incident_read
role, which you are indirectly going to access, so it will count as a license. As a thumb rule, whenever it’s about cost and licenses, it’s better to include your ServiceNow account representative, who can guide you in more detail.

No — simply creating and assigning an “empty” custom role will not automatically consume a Fulfiller license — license consumption is driven by the roles that are classified as licensable in Subscription Management (the platform uses a list of licensable roles / role types).
