Workspace customization

there is a custom workspace where incident table is applied, need to add following layout: where following sections should show:

As we can see that three sections are showing there, we need to add these three, tried view option in:
UX Applications [sys_ux_page_registry] -> view [sys_ux_page_property]

and chrome toolbar is:

output is:

but need to implement like first image.

There is differece in 1st and last image, 1st image is when record created and last image is for new incident.
