AI enabled typehead search is not showing in unless removing the Cache and cookies in browser

Hi all
We are facing a weird issue in our platform for many users the AI search enabled typehead search is not visible in the employee centre homepage. We have requested the users to remove the cache and cookies. when they try to clear cache and cookies they typehead search is visible for them.
Since the number of people facing this issue is so high we are unable to reach out to everyone and sort this issue. We have tried the announcements also. and Some users assumed that there is no search option in New Employee Center portal.
We need to understand why this issue is attached to cache and cookies? Is this particular issue Servicenow error from their side?
what is the best and easiest way to tackle this issue?

We know that using Cache helps to reduce the network bandwidth usage ,decrease page load times. Howevere it is impattand to for developers to manage the caching effectively to ensure that users always receive latest version of the web page when updates are made to its content or design. That is missing here. Is this something Servicenow need to improve or tackle?
