Cannot create Quick Links as Topic Manager or Contributor

Hi,
I have a somewhat strange problem.
We are configuring now the Employee Center and for our taxonomy/topics w've defined who our Topic Managers and Topic Contributors are; all groups and User Criteria are correctly defined. We have also added the role "sn_cd.content_admin" to the groups for "Topic Managers".
Now the problem is, when I impersonate someone who is Topic Manager, that one sees the "New" button for creating new Quick Links, but all fields are greyed out. Some other Topic Managers even don't have that button, while they are included in the User Criteria.
What's happening and how to fix? I have found found for example this page Create a quick link (servicenow.com), but the role "taxonomy_manager" cannot be found in our three ServiceNow instances. So; how is this meant to be? Should it work through User Criteria where the User Criteria is given the role "Topic Manager"?

Employee Center users and roles
There are no role assignments (really) when it comes to Taxonomy management. It is managed through User Criteria. So when you define the user criteria, the users involved will have the relevant access. Be it contributing to a specific topic, or managing a topic.

That is the problem; the User Criteria is defined. the users involved have not all relevant access; they cannot creeate Quick Links.
