Catalog Item Edit Cart button Missing

While viewing a catalog item on Employee Center, I'm unable to locate the View Cart button. The Add to Cart feature was selected/active on the item but I'm wondering how I can go about adding a view cart button below it so that a user can go directly to the cart from the request form. If this is an OOB feature that would be great.
FYI, the customer has intentionally removed the Cart button from the Employee Center Menu (at the top of the page), so even if a particular catalog item has the Add to Cart feature turned on, there's no way the user would know how to get to the Cart unless they utilize the temporary notification that pops up above the form with the link to view Cart.

The Edit Cart checkbox is indeed checked.

I am having the same problem in the Portal view on Catalog Items.

Did you discover where the issue was? I have the same problem.
The "Add to cart" is available in the SC but not in the ESC.
I read a lot of documentation but it doesn't fix the issue 😞
