Confirm you're using the most recent version of the Content Publishing plugin. I encountered the issue on version 36.0.3 but it doesn't appear to be happening on version 36.0.5.

In ServiceNow Content Publishing, there is no strict or documented limit on the number of versions that can be created for a piece of content.
However, a few important points to keep in mind:

You can create multiple versions of content (similar to knowledge articles) while working in draft mode, and publishing a new version will overwrite the previously published version.

Versioning is managed using a string-based version field (for example,
kb_version), which means versions are theoretically unlimited until the underlying field’s character limit is reached. -
Only published versions are visible to end users; draft or older versions remain internal and are not publicly accessible.

While there is no hard cap, having an excessive number of versions can have storage and maintenance considerations, so governance or cleanup practices are recommended if content is frequently revised.
