Many customers have already moved to Employee center as it supports normal ITSM, HR and other modules as well.

Hi @ramanjaneyuK,
Employee Center / Employee Center Pro (depending upon SKU that you have), is the latest and greatest provided by ServiceNow, which is replacing the classic "Service Portal" portal. All the customers are now migrating form Service Portal to Employee Center / Employee Center Pro. Fresh implementations are happening only on Employee Center / Employee Center Pro.
Regarding your question, Portal used for ITSM or CSM, use cases are totally different.
For ITSM: we want to use portal as an Internal employee facing channel
For CSM: we want to use portal as an external customer facing channel
So answer to your question is, if it is for Employees (like ITSM / HRSD / R&C / LSD / WSD / etc.) then use Employee Center / Employee Center Pro.
For CSM: Use Consumer Service Portal or Customer Service Portal, as per use cases of CSM implementation.
