Impersonating end user after migrating to Employee Center still showing Service Portal page.

We are in the process of migrating from the Service Portal to Employee Center (not the pro version) and I've run into an issue that makes me think the migration isn't complete.
While in native ServiceNow, when I impersonate someone, the Service Portal page opens instead of the Employee Center page as I expected. If I impersonate the same person from Employee Center, then it displays.
We are using SSO which automatically opens to the Service Portal for end users. I did as the instructions suggest, I renamed the Service Portal suffix to /sp_legacy and renamed the Employee Center page to /sp. When I impersonate the end user I can see they are sent to /sp_legacy.
I checked SSO (what little I know about it) and don't see any spot that redirects to /sp_legacy and I checked the specific individuals user preference to see if that might be the issue, but I didn't spot anything there, either.
What might I be missing as a migration step?

@giz, I'm not sure if this is exactly what you are looking for, but on my instance under the portals list the Employee Center is the default portal.
Not sure if that is what you are seeing. Otherwise, you could try this: How to Configure Service Portal as your instance login page
