Migration from Service portal to employee center

We are migrating our organization portal to employee center, we have created the new portal in global scope, but we are facing many challenges when cloning widgets of employee center like cross scope and illegal access to script includes. Could you please suggest in which scope we need to create a new portal if we are using the functionality of employee center.

You can switch the application to "Employee Center Core"

I guess that the artifacts that you would like to utilize is in the employee center core scope, hence this is also where the portal should be created.
