Personalize Content To-Dos

Is there any way to personalize the content in content to dos? In viewing product documentation, other types of content can be personalized with content blocks except for content notifications and content to-dos. Any ideas would be much appreciated.

Navigate to Employee Center > Administration > To-dos configuration > To-dos filters.
