Show Widget Customizations option missing

I noticed today that the "Show Widget Customizations" option is missing from the widget context menu. We are on San Diego and are currently still on the ESC. I also have the sp_admin role. I checked my PDI and it still shows this menu option. Any ideas on how to get this option back, or why it disappeared?

Yes, we have customizations. This menu option was available on previous releases but seems to have disappeared with our upgrade to San Diego. My PDI (on San Diego) still has this option so I'm trying to understand what could have changed with our instance.
