Strandard change template

when i am click on "retire templte" present in standard change template, it is not load the page insted of loading it showing me "You are either not authorized or the cart item is invalid".

Could you please check if you have access to this record producer - "Retire a Standard Change Template"? This is the record producer that comes up when you click on the "Retire Template" link.
