Hi @eyalabuhame

Validate following steps as per KB1000004

Please change the scope to Employee Center Core and set active=true on the 'Portal Taxonomy' for Employee Service Portal.Employee" shown here:
https://XXXXXX.service-now.com/nav_to.do?uri=%2Fm2m_sp_portal_taxonomy.do%3Fsys_id%3D47694e3b731d301...

2. Once you do this, you should see HR and IT in the /esc header menu.

3. The CSS (cascading style sheet) that is written by you in Employee Service Portal is changing the original CSS written in Employee Center Navigation widget.

The reason is that the background color is also Orange(#ff6600) and the divider and hover over color is also Orange(#ff6600) so we are not able to see the text when we are hovering.

Once you remove the CSS written in the Employee Service Portal (Service Portals -> Portals -> Employee Service Portals), you will be able to see OOB (out of box) look .
