Hello @snehasaha
it looks like from your screenshot that, NEW UI Action it Omit from your List Control.
OR Please check is there any customization done on OOB NEW UI Action in your instance
Can you please check with someone over there with Admin Role, and try creating below ACL as per ServiceNow Docs

Tried creating the change task with admin role and it was working. But with iTIL role it is not, will try creating the ACL as per the above documentation and update.

Check if you have an existing ACL on Change task table.
As per OOTB, Anyone having ITIL role should be able to create a change task.
Also, give it a try with change manager role too.

Some issue with field level ACL
Did you check table.* WRITE ACL?
Did you debug and see using Access analyzer?
