Mapping Business Capability to other Business Capability without APM

Hi Experts,
We have 3 layers of Business Capabilities in our Business Capability table (we do not yet have the APM module).
The BC's all show their parent BC's except for the Root levels (Parent or Child) within the BC table. I am able to relate a BC to a BA so that it presents in the dependency view. However I am not able to relate other BC's above that first layer so that they too would reflect in the dependency view. I am able to do this in my PDI instance and am wondering if you need to have APM or some specific plugin to make it work. In my PDI I can add a CI relationship from one BC to add a relationship to another BC (as a reference), select it and then it reflects in the dependency view.
In my BC table at work the HierarchyID fields are all blank while they are populated in my PDI instance. When I try to create the 'reference' within one BC to another the CI picker does not allow me to select Business Capabilities as a CI. Further, there is a related link in my PDI instance that says 'Update Capability Level and HierarchyID' that is not in my work instance. Our admin did not see this link in his instance either.
How can I establish a reference between Business Capabilities so that they will reflect in the dependency view down to the Business Application and Application Services, etc. without installing the APM module? I want to render a view that walks through all of the Business Capability hierarchy down to the servers. TIA.
