Please check whether Total Cost of Ownership - ServiceNow Store application active on your instance. Ideally it should get actived as part of Enterprise Architecture Workspace - ServiceNow Store.

In addition to above suggestion, one more thing you need to check is the system property - com.glide.fiscal_calendar.fiscal.unit - This is to view TCO dashboards for a specific duration of the fiscal period in the Dashboard page of the Enterprise Architecture Workspace.

TCO is installed correctly and I've even run a repair on it prior to me posting.
I see that system property, is there value I should be looking for to ensure it works?

Assuming that fiscal calendar is set in the system.
Below is how this property looks, FYI, in the working system:

If the property is also set correctly, I would suggest to clear the cache and try once.
