Dispatcher Workspace 'No resources found' using all Outsourced Service Providers

We are using Field Service Management on Yokohama, Patch 7. We have defined Outsourced Service Providers as all field work is done by vendors. Work is assigned by Work Order Task. OSPs are set up with service groups and each group has a single member/manager, skills, locations set and are all under a single dispatch group. 

The automatic assignment is happening when skills and location match, but I'd like the dispatchers to be able to choose other vendors as alternate options when there isn't a perfect match. 

Now, when I open the Dispatcher Workspace with one or more WOTs in "Pending Dispatch" state, I get an immediate message 'No resources found'. 

When I open the 'More Actions' (three dot) menu on the WOT and choose 'Open assignment window', nothing happens. 

When I open the menu and choose 'Assignment assistance', I get a message stating "No agents were available during the specified time frame. Change the task assignment window or manually assign an agent <Details>" and clicking on the Details button does not display anything.

When I open the menu and choose 'Assign', an "Assignment confirmation' modal opens, but at first only 'Assigned to' is listed. If I choose an assignee in the list, the value is wiped out, the modal refreshes and then the 'Assignment group' and 'Assigned to' is listed, but only a single OSP group is listed. If I choose that one, I get the 'Assigned to updated to vendor group manager' info message, but on the modal the 'Assigned to' is not set. If I click on it, the 'Assigned to' options are not limited to the members of the 'Assignment group', but still shows all assignee possibilities. 

Also, on the modal, on the 'Skills and parts' tab, both the 'Mandatory skills' and the 'Skills' fields are set to "Not Applicable". 

For Dispatcher Settings, Resources, I have only 'Matching Skills' enabled.

Functionally, we can open the WOT from the workspace and then assign there, but I'd like to be able to show more of the dispatcher functionality. Anyone who's gotten OSPs only to work (no agents) have any ideas?
